Peter Clarke - Principal: Leadership and Change

Peter Clarke left the Defence Force as a Rear Admiral to set up the new Leadership, Mentoring and Change practice within changedrivers.

Peter has headed the Defence Knowledge Systems Division, set up and commanded the new Navy Submarine Group comprising some 600 men and women with an annual budget of $1.2 billion, and managed the new submarine project during its get well program.

Before that, in the British Navy, Peter commanded two submarines (the second a fast-attack nuclear), ran the Royal Navy's officer training college at Dartmouth, worked in strategic policy and intelligence in London, and spent two years as a career manager.

A nuclear submarine and operations specialist, he is familiar with the challenges when trying to get the best from people in risky, uncertain and demanding situations. He has now harnessed his experience and developed a range of techniques for enhancing leadership capability at senior levels in organisations. These include building future executive teams, developing senior leadership skills and understanding the complexity of strategic decision making.

His system is to impart knowledge and skills to organisations through tailored workshops and coaching so that they acquire an embedded capability to grow highly effective leaders.

Designing the future of the organisation
  • Signature Security Group - PCAD™ - Recently acquired by Allco Equity Partners, Signature needed to define a management structure and establish an executive team to lead it through a period of rapid growth. We used PCAD™ to analyse the situation and advise the CEO on an appropriate structure. Based on the assessment, we then instituted a tailored leadership development program for the senior executive team.
  • Zodiac Group Australia - PCAD™ - Zodiac International, Zodiac Australia's parent, was recently acquired by the global private equity player, Carlyle Group. The MD of Zodiac Australia wished to prepare his company for the uncertain future that this acquisition was likely to spawn. We were retained to conduct a PCAD™- the work is on-going.
  • Royal Australian Navy Submarine Group - The Submarine Group comprises some 600 service and civilian men and women and an annual accrual budget of $1.2 billion (FY2001). As the inaugural Commander of this significant investment, then Commodore Peter Clarke led a team to design and create a new way of managing Australia's submarine capability. This laid the foundations for the growing success of the new submarine and became a bench mark for innovative management in Navy.
Developing leadership capabilities
  • New South Wales Fire Brigades - STEMS™ - The New South Wales Fire Brigades has embarked on a far reaching change program. An essential part of this is reforming the leadership methods and styles, starting at the top and working across the whole organisation. The Commissioner retained changedrivers to introduce a mentoring system for senior uniformed and non-uniformed levels of the organisation. Two follow-on programs have also been delivered.
  • Royal Australian Navy - STEMS™ - changedrivers was retained by the Chief of Navy to train twelve star rank officers as mentors and to support them in mentoring less senior officers in Navy.
  • Australian Federal Police/Federal Bureau of Investigation - STEMS™ - We delivered SDM™ as part of the Leadership in Counter Terrorism course for senior law enforcement officers. The intervention prepares the most senior officers for this demanding and very different form of police work. Participants are drawn from all Australian jurisdictions, New Zealand, the Metropolitan Police (UK), the Mounties (Canada) and several Federal, State and County US jurisdictions. We have delivered courses in Hawaii and Sydney.

Developing organisational capabilities

  • Tenix Limited - Adaptive Leadership (AL™) - Aspiring to be Australia's pre-eminent project management company, Tenix embarked on a leadership development program for its senior project managers and program managers. changedrivers delivered two AL™ programs to program and corporate managers from three Tenix companies.
  • New South Wales Fire Brigades - Adaptive Leadership (AL™) - The New South Wales Fire Brigades has embarked on a far reaching change program. An essential part of this is reforming the leadership methods and styles, starting at the top and working across the whole organisation. The Commissioner retained changedrivers to introduce Leadership through Mentoring for uniformed and non-uniformed staff. The program is based on our range of leadership and management models.
  • Signature Security Group - Executive Leadership Development - After completing a PCAD™ Signature has restructured its senior management and embarked on a leadership development program for its top team. changedrivers was retained by the CEO to conduct a structured leadership development program for each member of the executive team and branch general managers. We are also working with the team as a whole by using our High Performing Teams methodology.
  • Defence - Knowledge Systems Division - As Head of Defence Knowledge Systems the then Read Admiral Peter Clarke championed the capability of command, control and communications systems for the Australian Defence Organisation. This included establishing the future case for intelligence, surveillance, electronic and cyber warfare, and an effects-based approach to the future defence capability.
